Owner/Operator & Fleet Separation Policies Under Attack - Have Your Say! 

 

  • DFO is doing yet another policy review, in the name of "modernization".

 

  • Very little real consultation taking place. One closed-door meeting in St. John's. Nothing else in NL.

 

  • Owner/Operator and Fleet Separation policies up in the air once again. DFO refuses to rule out removing these key principles.

 

  • There principles were implemented by Romeo LeBlanc in 1978 to protect fish harvesters. 

 

  • Consultation document makes no mention of coastal communities. 

 

  • OCI representative at St. John's meeting (Loyola Sullivan) asks, "What's wrong with combining 4 or 5 or 10 or 15 licenses on a single vessel?", and demands elimination of Owner/Operator and Fleet Separation policies. Supported by other company representatives, including Quinsea and the Association of Seafood Producers. 

 

  • If DFO agrees, door will be open for processors to directly own and operate inshore enterprises. Next step - a Factory Freezer Trawler fishery based on ITQs. 

 

  • There's nothing "modern" about giving the fish processors control over our fishery. 

 

  • DFO says changes intended to increase prosperity. Whose prosperity?
